摘要
China has completed the primary stage of industrialization. And on this stage of industrialization it features in rapid development of labor-intensive industries, light-duty industrial structure and manufacturing industries' lack of scientific and technological content. And this paper aims at finding a way of promoting China's manufacturing industry's upgrade and accelerating China's economic development. It chooses the data, and 12 comprehensive indexes that can reflect the capability of scientific and technological innovation, of manufacturing industry in 2008 for empirical research. It concludes that to ascend the capability of scientific and technological innovation of manufacturing industry is the focus of China's economic development strategy. It also puts forward countermeasures: To establish the interactions between the enterprises, colleges and institutions under the government's guidance, improve the environment of scientific and technological innovation, accelerate the cultivation of innovative talents, and form such a new mechanism as to cultivate talents under the cooperation between enterprises, colleges and institutions in which the elements of the innovation can cooperate with each other.
