Water scarcity is recognized as a main limiting factor for developing economical activities in future decades in Iran. But, unfortunately optimized water consumption has not been located in right position as institutional behavior. So achieving relative balance in the field of water demand and supply is a fundamental and requisite element. Water demand is increased by factors such as population growth more demand for food, enhancing welfares and health, industrial development, ecosystem preservation. With respect to population growth in Iran, regenerating water resources per capita has been dropped from 2000 m(3) to be 800 m(3) in (2021) that is less than global water scarcity borderline (1000 m(3)). From 415 billion m(3) of annual precipitation of Iran about 20% are evaporated, by entering 12 billion m(3) of water through boarder lines, total regenerating water would be 135 billion m(3). Out of the harvested water 93; 5; 2% has been allocated to agriculture, urban and industries sector, respectively. Having above mentioned subjects in mind, selecting a proper and effective approach, which expertise for water management is required in order to cope with problems encountered by water sector in Iran and making decision about unique opinion as comprehensive water resources management will be use full. The main objective is obtaining sustainable, effective and fairly development through this type of management there for integrated management is based on combining supply and demand management in which socio-economic and environmental aspects are considered, in general, all proceeding and activities influenced on quality and quantity of input water to consumption system, are components of demand management in the other world, all activities assist decreasing water demand improving efficiency, prohibiting resources pollution are known as water demand management. By respect the fact that agricultural sector, is the main water user of the country by 93% of total harvested water obviously, water management is of particular importance and is always a great challenge near involved people. On the other hand, total efficiency and water productivity is very low and far from global standards although many efforts have been done. So any decision making or planning toward increasing efficiency and water productivity would be very important and can prohibit water scarcity crisis or decrease its issues at least.
