摘要：

The importance of SMEs in the economy is widely acknowledged and incontestable. Therefore, they must be supported in their development efforts in terms of research and innovation. When you want a sustainable economy and trade balance adjustment (imports / exports), the government measures should affect, positive, primarily SMEs. The adoption of ICT in terms of SMEs is the major pawn in sustainable economic development. Lack of specialized staff, to provide enterprise value, and management capabilities are labeled with a special importance in the adoption of ICT. This paper presents human capital as critical determinant of ICT adoption by enterprises.
