The use of information technology to develop the ability to respond unexpected attacks and disasters is discussed. Government agencies have in place significant mechanisms for managing a range of natural and man-made disasters for earthquakes, to hurricanes, to the accidental release of toxic. It has been observed that a concerted effort to develop methods to protect computer systems from intrusion and sabotage and enable recovery from such disruptions ensure that emergency response teams operate in safety, free from surveillance and malicious interference. The security initiatives must also cover wired and wireless networking and communication for both speech and data.
