An analysis framework for public S&T policies: Perspective of policy tools

That establish the public S&T policy analysis frame should focus on the policy tools. Policy tools are the elements composed the policy system and the method grasped by government to achieve the policy goal. Government formulates public S&T policy through design, organize, match and utilize each kind of policy tools. Based on the policy tool angle of view, this dissertation constructed three-dimensional frame of public S&T policy. After elaborating the frame constitution mechanism and the policy meaning emphatically, this dissertation used the frame analyzed. policy named "policies to stimulate the development of software industry and IC industry".
