摘要
This paper surveys the empirical literature on the link between countries' openness to international trade and the growth of public expenditure. Theoretically, the compensation hypothesis (Rodrik 1996, 1998) posits a positive relation from openness to public expenditure. In practice, research on the topic has provided mixed evidence. The meta-analysis technique identifies different factors (econometric methods, public expenditure measurement and country sample) to explain the heterogeneity of the results.
