The conceptual definition of Environmental Education has evolved alongside natural and environmental phenomena and the dynamics in the man-nature relationship, currently closely linked to sustainable development models in a context of a changing climate. The objective of the research is aimed at raising the level of perception of environmental risk through a system of educational actions applied in the community of km 21 of La Coloma, municipality of Pinar del Rio. Theoretical and empirical methods were used from a materialist dialectical perspective, two procedures of analysis and synthesis and induction and deduction, as well as the techniques of documentary analysis, participant observation, survey, interview, Vester's matrix, problem tree and expert judgment. The diagnosis made it possible to determine the need to use environmental education as a tool to achieve transformation, mobilize the perceptions and motivations of the intervention subjects to strengthen their capacity to respond to environmental problems. The design of a system of educational actions is achieved for a better self-management of environmental problems and its articulation with the adaptation strategy based on the contributions of the community in the context of the Life Task and development planning in highly vulnerable coastal areas.
