摘要
In an effort to strive towards becoming self-sufficient in sugar production, the government of Indonesian launched a programme in 2002 to expand cane production, cane productivity, modernize sugar mills, increase capacity and build new sugar mills. Due to various setbacks (access to credit from banks, conflict between interest groups namely sugar importers and farmers/sugar millers and volatility in world sugar price) there has been a check on the programme. The programme was revisited in 2006 and 2010 when it was revised. Cane acreage has steadily expanded and the role of private sector in taking over state owned mills is acknowledged.
