摘要：
This paper compares governance organization in disaster prevention and management systems between Germany and China in aspects of institution arrangement and operation of disaster management. According to three disaster prevention and management phrase, Risk Prevention, Vulnerability Reduction and Hazard Management, institutions of two countries are categorized by four items, under comparison framework. Compared to the horizontal cooperation platform in Germany, China has a vertical administrative way with the special leader responsibility mechanism.
