摘要
Information technology enables organizations to improve the quality of services they deliver. Currently, information exchange between public and private organizations is a trend to pursue goals of mutual benefits. However, the heterogeneity of their information systems requires technical solutions to model data and communication and to foster interoperability. Data interoperability allows information sharing and facilitates collaboration between organizations to obtain profits such as the improvement of end-user activities reducing the overload of repeated data and processes, breaking down information silos. Through analyzing a case study, our objective is to focus on information interoperability, and to propose a solution to improve data interoperability among organizations with heterogeneous software applications. Thus, this research work proposes a data interoperability solution with the properties of ensuring semantic consistency and overcoming heterogeneity of information systems. The model is organized in four layers to manage the complexity, the lower layer is designed as a peer-to-peer architecture to support entities autonomy, and as a whole, all layers constitute a middleware solution for the integration of the platforms guaranteeing semantic consistency.
