摘要：

According to the application demand of remote surveillance system based on PSTN, the paper puts forward a rate control strategy of very low bandwidth. The strategy presents the rate control arithmetic of I frame and introduces quadratic rate distortion mode, which solves the problem of the rate control used at very low bandwidth preferably. The results of experiment show that the arithmetic reduces the delay of encoder buffer greatly, and improves the quality of reconstructed images clearly at the same time.
