摘要
This study examines the civil justice reforms underway in Quebec as developed by the Ministry of Justice in its 2018 and 2019 planning. These reforms are based on foundations that are external to the law : managerial logic, innovation and the increased use of information and communication technologies (ICTs). The rhetoric behind legal reforms matters. It gives the reforms a specific content that affects both the modalities and purposes of justice. Thus, the Ministry of Justice's stated desire to facilitate access to justice is partially contradicted. Moreover, the reforms carry the risk of a "de-specification" of justice. Since March 2020, the COVID-19 pandemic has been a major constraint on the implementation of reforms. As is the case in other jurisdictions, the courts are facing many challenges and are gradually developing the necessary guidelines for using ICTs.
