The Transformation of China's Community Health Service Efficiency before and after the Health Care Reform

The paper analyzes the convergences and its influencing factors about national and regional community health service efficiency before and after the health care reform in China using 6 and 13 convergence model based on the panel data of community health care service of 30 provinces in China from 2003 to 2012. The results show that the health care reform makes the efficiency transform from divergence to convergence, and the rate of convergence various among different regions. Furthermore, the influence degree of the influencing factors on community health care service efficiency has changed by the reform. From the perspective of the residents, the reform has changed the concepts of the residents with high income and high education level and has increased the demands for community health services. From the point of resource allocation, although the hospital beds were effectively applied, the shortage of institutions and health care workers could not be solved. The analysis results with reference value has provided scientific basis for the construction of community health service.
