摘要：

The subject of this article is to assess the States of crisis impact (State of Emergency, State of Exception, State of Ware and War) on the functionality of rail transportation infrastructures in the field of critical infrastructure. For this purpose the model of risk assessment which threaten the safety and operability of the critical infrastructure elements is introduced. The proposed model is intended to be applied to the potential rail CI element which will be identified under proposed criteria and procedure. We propose use decision-theoretic approach based on the flow diagrams combined with a linear risk assessment approach.
