摘要
The Agreement on Textiles and Clothing changes the basic situation of international textile and clothing trading under the Multi-Fiber Agreement, and bring about the segmentation of the market. China is an important producer and exporter country of textiles and clothes in the world, the change of international textile products trade management system has brought about profound influence to China textiles and clothing export and its industry development. At first, this paper analyzes the essence of ATC and contrasts changes of China textiles and clothing export after China entered into the WTO with those of before, and then reaches a conclusion that ATC not only can better textile products free-trade, but also accelerate market competition and trade conflict. The mode of export increase based on scale outstretching will cause new trade attrition, which will block industry development. In the end, the paper points out a development idea of concurrence and multiple-won is brought forward, which can be achieved by following the trend of international market of textiles and clothes in the later-ATC, making the most of China's factor endowment dynamically, strengthening international cooperation.
