摘要：
A major gap in the proof of the central Theorem 7 (Kim, 2010) is pointed out. Accordingly, the claim of robustness made in the theorem statement (and in the paper title) is not established, and indeed is questionable. This also invalidates the numerical results in Kim (2010).
