摘要
Human Resources are the first resources for enterprise development, and efficient Human Resources Management, important strategic factor, maintains continuous development and expansion of the enterprise. However, the current Human Resources Management in State-owned enterprise has many faults, and its operational properties are not strong. By the cause and effect analytic method, this paper conducted deep analysis of the status quo that Human Resources Management in State-owned enterprise is inefficient from the following aspects: the management system, the concept of the talent, the enterprise culture and the environment to foster the talent, then proposed some new ideas oil the innovation of Human Resources Management.
