摘要
Critical infrastructure system consists of many critical infrastructures (Cis) which distribute widely communicated by information platform to deal with emergency management. Because of complicated function interdependent and structure interdependent, CIs need a proper method which help them transfer knowledge and data to CIs to support daily work of them. In this paper, first introduced Multi-Agent theory to identify and describe each CI, making them as a whole which are independent inside and interdependent outside. Second, using the time-out thought and taking communication network as support, construct Information Transfer Model (ITM) and Information Shared Mod-el(ISM) to promote information learning to solving the problems of asymmetric information, information distortion, incomplete information and lack of information in the process of emergency management. Finally, design a set of communication primitives which use in the process of information interdependent and validate the rationality and practicability of the algorithm by an actual case.
