摘要
During a 30-year period, the hijacking of civil aircraft has been aimed at Western governments, not only to disrupt, but to bring about political change in the Middle East. Using Pan Am 103 as a case study, this article examines the confusion in US decision-making, which attempts simultaneously to conduct a rational foreign policy and confront international terrorism in the Middle East. The Pan Am 103 episode also demonstrates the conflicting agendas and enormous lack of cooperation between US government agencies. Finally, it is suggested that solving the root problems of the Palestinians and improving American relations with Iran may go a long way toward eradicating the scourge of hijack terrorism.
