摘要：
Reasonably estimate the project cost is very important to control the investment of a project. As there are uncertainty factors existing, which make it difficult to estimate the cost. In the paper, based on the similarity measures method between vague sets and the distance calculation, a general similarity mea sure expression is given, in which the attribute values are expressed in the form of crisp numbers and fuzzy numbers, the new method is verified by an example.
