摘要
During the raining season many countries around the world suffer from the flood. Rural areas is one of these places which facing that problem every year. The stakeholder of ICT Information & Communication Technology is facing problems and challenges in identifying the necessary requirements for the proper design of communications in rural areas, the need of early alarm system in these area has been increase to reduce the gab of communication problems, scientists and engineers start to do researches to cover the problem by using new communication methods to ensure the connection with people in rural area especially during disasters such as floods, fires, storms and other disasters. This research will present a new approach for using a new system that is able to transfer all information needed from disaster area to emergency room via Smart Communication Platform System (SCPS). The paper presents the main idea of Disaster Surveillance System (DSS) system that contains part of Image processing and recognition methods which works as a part of this project. DSS will be supported by real time surveillance from disaster zone that decrease the effort, time and cost.
