摘要
In the Czech society, corruption is perceived as one of the most pressing social threats. Corruption belongs to the problems which even the Security Strategy of the Czech Republic sees as a possible destabilization factor. Corruption, however, is not only connected to the national politics, it also refers to the lower levels: both regional and local politics. The aim of the article is to show how the elected political representatives at these two lower levels perceive corruption from the social, political and legal point of view. From December 2011 to February 2012, within the framework of the project "Regions in the Czech Republic: Creating an Efficiency Model", supported by the Czech Science Foundation, the authors of this article conducted a survey amongst regional representatives [1]. The aim of this research among the regional representatives was to find out the opinions and approaches to chosen topics of regional politics. By using the method of questionnaire survey focusing on regional representatives, the article presents the answers to several chosen questions which are connected to corruption. The article shows that the legal regulation gives a number of possibilities of fighting corruption efficiently. Various aspects of the types of law enable us, although some of them not explicitly, to fight the corrupt actions. The anticorruption measures in the public administration are concentrated mainly in the governmental Strategy against corruption for the year 2006 and 2011. Another significant measure for employees and the elected representatives are hand in hand with the legal regulation the ethical codices. The process of implementation and enforceability of these codices has been developed much further in the case of employees rather than in the case of representatives. This difference in approaches is a challenge to aim at the situation and opinions on corruption especially amongst the elected representatives in the Czech Republic. As shown by the survey, the regional representatives do not perceive the problem of corruption as quite as severe as the Czech public does.
