摘要：

A comprehensive study of risks associated with deepwater production systems has been completed. The Offshore Technology Research Center (OTRC) undertook the study for the Minerals Management Service (MMS) to compare the risks of FPSO's with exiting deepwater production systems (now operating in the Gulf of Mexico (TLP's, Spars, and Fixed Platforms serving as transportation hubs for deepwater production.). This comparison was needed to assist the MMS decision making and policy development processes regarding the future permitting of FPSO's in the Gulf of Mexico. FPSO risks were found to be similar to other existing deepwater systems, The OTRC's unique attributes and relationships with both the MMS and the industry contributed greatly to the success of this study.
