摘要：

The article begins by reflecting upon the need to bring fuller public participation into the processes of urban development and regional planning. It continues by analyzing the current state of public participation in the politics of urban development in Spain, starting with the case of the Comunidad de Madrid. It also presents the results of a study of public opinion in Madrid regarding people's perception of landscape and the dynamic processes that have transformed it in recent years.
