摘要
To be successful in this era of continuous reforms, the ability to plan strategically is essential for leaders in school management. In establishing a strategic plan for school management, the practical use of a program evaluation technique, particularly an approach focusing on the effect of each program service as well as the program as a whole, provides precise and specific information about school improvements. The purpose of this study is to explore the conceptual structure of a concurrent program evaluation approach that provides a guide for the strategic planning of resource management by prioritizing the effect of program components and activities. In addition, this study illustrates how to apply the methodological steps of the proposed approach to an evaluation case in education.
