Chile: From Pinochet's limited democracy to the 2020 constituent process

摘要
In October 2019, thousands of people filled the streets of the main cities of Chile in a wave of unprecedented protests, the first trigger being the increase in the price of the subway in Santiago and the last consequence being the announcement of the holding of a plebiscite to determine if a new Constitution was wanted. In our view, both these outbursts of popular discontent and the proposed solution are due to root causes that a review of the Chilean constitutional history of the last four decades can help explain.
