摘要
It is a critical issue in urban disaster management to establish a scientific and operable evaluation index system model for the urban disaster emergency capability. This paper reviews both domestic and foreign literature about this issue, then illustrates the importance to construct an integrated assessment index system for the urban disaster emergency capability, and proposes the constructing principles of the evaluation index system model for the urban disaster emergency capability. Based on the systematology, this paper uses expert appraisal approach, weighted statistic approach, and analytic hierarchy process to establish the evaluation index system model for the urban disaster emergency capability.
