摘要：

Based on the newly occurred emergencies both in China and over the world, this paper aims at researching into emergencies problems in terms of national level, social stability and security, analyzing what have caused the emergencies and proposing some suggestions on the already existing problems in order to perfect the emergency management system in China under the given context.
