摘要：

Innovation has become the topic of the progressive era and many countries' development. Now in the world, innovation has changed from "isolated innovation" to "ecology innovation", and "Innovation Ecosystem" is a unique technological, economic, social self-organized innovation system and interdependent strategic ecosystem, which is showed in several kinds of modes. The TRIZ is a popular and effective inventive principle. This paper constructs and designs a new regional innovation ecosystem, which is based on the theory of TRIZ, framed with five-circle system and focusing on public innovation service system, which is also compared with existing innovation systems.
