摘要：

There are two ways to transfer the manager of state-owned assets and improve their quality. Undeniably, these two methods to improve the quality of university management of state assets have played a positive role, but there are still many deficiencies. The ideological and political work theory provides an important theoretical reference and viable path choice to improve the quality the manager of state-owned assets from the new context and unique view.
