摘要
In this paper a multi-criteria evaluation algorithm is proposed to provide the best allocation of resources in crisis context. The algorithm consists in evaluating a high number of potential allocations of resources, taking into account a generic multi-criteria decision support model and using knowledge on the ongoing situation. The objective is to support decision-makers in a crisis context by automatically evaluating many potential resource attributions. The paper details two examples to illustrate the general approach: a first example deals with the fund of a set of reconstruction projects in a post-disaster phase, and the second example presents several problems to allocate resources dealing with safety and rescue in case of multiple terrorist attacks.
