With the quick development of the economy in our country, there should be the phenomenon of weak balancedue to the lack of creative motivate. To make the human resources be more effective, the management system must be changed. the first step is to build up the proper modle of human resources and regional economy, it will improve the development of the human resources and regional economy. By analysing the present human resources managment requirments, the situation of Beibu Gulf ecomoniic zone and the proper modle, we may get the effective system of human resources managmentto improve the regional economy.
