摘要：
The transformation of Bilbao and its Metropolitan Area which has been carried out over the last decades has ultimately relied on the management of Bilbao Ria 2000, an instrumental and interinstitutional company created for that purpose. Such management has led to an outstanding transformation of the city and of the river surroundings which has received the praise of several authorities, including international ones. However, this management, which has positive aspects, is tarnished by a fundamental doubt regarding a careful and well-balanced solution of the territorial and urban aspects of its activity.
