摘要：

Western scholars have persevered in criticizing and pondering upon bureaucracy since it took shape. Beginning with the formation of bureaucracy administration, this article analyzes the criticism and reformation on bureaucracy administration from the perspectives of three theories, New Public Administration, New Public Management and New Public Service, with the hope that it will help us understand bureaucracy and public administration in China.
