摘要：
As new management tools, balanced scorecard and benchmarking have been widely used in performance appraisal and performance improvement. Balanced scorecard which has a set of performance appraisal index and benchmarking which advocates modification, learning, and innovation in performance improvement were integrated in this paper. Furthermore, integral model and steps were reported in this paper.
