A new tool for quantitative analysis and research paradigm in the study of government project supervision have also been provided. The main contents include: establish relational matrix and sociogram between the actors; conceptualize the supervision into a series of supervision network with different principal functions; find the critical node in supervision network by the calculation of density, centrality and other network indicators; conduct cluster subgroup analysis, reveal the possible cluster subgroup and structural holes, so as to provide quantitative basis for the improvement of supervision performance.
