How Iran's hybrid-war tactics help and hurt it

摘要
Iran has grown proficient at using hybrid-war capabilities and tactics to achieve its regional objectives over the last 30years. The country typically operates below the threshold of conventional warfare, using a blend of military and paramilitary tools, including proxy forces, missiles, cyber tools, maritime forces, and information operations to shape and coerce regional actors to its advantage. These are effective in the short term, but damage Iran's long-term interests by inviting greater isolation and more sanctions. Any US effort to curb Iranian hybrid-war tactics should combine pressure with potential incentives.
