摘要：
The paper considers the main theoretical and practical legal issues related to implementing the key provisions of the principle of separation of municipal powers, which is a conceptual basis for preventing competency conflicts in municipalities. The authors used a set of methods: dialectical, logical, historical, formal-legal, scientific cognition through the use of reference, values-based, systemic, functional, and informational approaches. In order to update the existing system, the study proposes a set of legal measures aimed at improving the relevant municipal legal structures. This study should aim at developing an integral theoretical platform that could lay the basis for subsequent changes in the current legislation on the system of municipal public authorities in the Russian Federation.
