摘要：

increasing energy efficiency is one of the key elements for achieving goals of sustainable development. Implementation of energy efficiency programs should be considered in respect with current trends in energy sector. Restructuring of energy sector in European Union countries has been made according to directives for electricity and gas market liberalization. Restructuring of energy sector in Republic of Croatia is now in progress, as a part of euro integration processes. In this paper impacts of energy market liberalization on energy efficiency programs in every part of energy cycle will be presented. The current situation regarding energy efficiency in Republic of Croatia will be described. This paper will also address future actions that have to be made in order to overcome existing and potential barriers to energy efficiency programs.
