摘要：

This paper illustrates the implementation of Balanced Scorecard (BSC) at Universiti Tun Hussein Onn Malaysia (UTHM). The development of UTHM strategic performance measurement and management started when the university introduced BSC in September 2004. UTHM is eventually moving forward to be a world class university by 2013. Therefore the development components as to acieheve world class university status must be integrated with the university strategic planning. By using balanced measures at the organizational level, and by sharing the results with the university, the management are providing the information needed to align employee performance plans with organizational goals. Simultaneously, by balancing the measures used in the employee performance plans, the performance picture becomes complete.
