摘要：

As important part of the national economy of our country, High Technology Small Medium Size Enterprise (herein after call HTSME)' s safety operation helps to improve the reasonable allocation of resources and sustainable development so as to grow to be a technology enterprise with strength of competition, this not only helps to enhance our high technology industry' s international competition after entry of WTO, but also conduce to the economy safety. The persistent improving model of safety operation will be helpful to the HTSME based on discussion of the risks in different life cycle stages.
