摘要
Due to the evolution of the International Law in the contemporary period and due to the increase of the importance given by the international organizations to speculations concerning the inter-state relations, a new tendency appears in the domain of the international relations, that is the right granted to such organizations to interfere in the domestic problems of one state or another if the human rights and liberties are concerned. This outer state participation is legitimated by the concept of the "humanitarian intervention"within the international community, a concept that appeared as the result of the mutual agreement of all states and concluded after negotiations that followed similar procedures as all the norms referring to the Intarnational Law.
