THE ROLE OF THE UNIVERSITY AS A VECTOR OF ECONOMIC AND SOCIAL DEVELOPMENT: CARTOGRAPHY OF THE HIGHER EDUCATION AND RESEARCH SYSTEM IN FRANCE

This article aims to map the research and innovation system in France, considering that from this mapping it can be identified the aspects of management and governance required for the development of projects involving higher education, its laboratories, establishments and research programs as well as external actors of society such as industry, civil society associations and the government, taking as hypothesis the idea that the intensification and the complexity of such partnerships has led to innovations in the field of higher education management and that France offers an important exploratory field which inspires the modeling of policies aimed at expanding the university's role in the economic development in countries such as Brazil. Documentary analysis was used as the main source of data, prioritizing the legal aspects and the governmental narrative identified in the official documents of the French government.
