摘要：

A resource allocation algorithm with dynamic bit control to achieve the greatest fairness for all users and minimize transmission power over orthogonal frequency division multi-plexing (OFDM) systems is presented under perfect channel-state information. Two kinds of system scenarios, bandwidth abundance and shortage, are scrutinized. Simulation results confirm that the proposed algorithm can achieve good fairness and minimize transmission power simultaneously under a BER constraint.
