Industrial cluster is one kind of useful organization style of regional economic development, the theorists have done much research on industrial cluster, but the research on the performance evaluation of industrial cluster always pay more attention to its extension performance, and most research is only qualitative analysis. The paper just wants to utilize balanced scorecard for industrial cluster performance evaluation and points out its implementation process and indicators system..
