摘要
When measured against six major objectives of forest policy, a comprehensive appraisal of conditions and trends in American forests indicated slow progress during the first half-century following the introduction of scientific forestry in the United States. A second appraisal at the end of the century shows significant additional progress relative to these objectives, due in part to early accomplishments in establishing enduring institutions for forest management, research, and technical assistance. At the end of the 20th century, social concerns over biological diversity, water quality, and climate change have given rise to additional forest policy objectives, testing the flexibility of the established institutional framework and challenging the forestry profession to adapt to these changing needs and conditions.
