摘要：

Public participation is important in coping with environmental emergencies. There are five mechanisms that can be established to enhance public participation in environmental emergencies, including decision-making involvement mechanism, supervision mechanism, information dissemination and communication mechanism, conflict mediation mechanism and public's mutual assistance mechanism. Several measures can be taken to promote public participation, such as transform the governing values of government and make public participation institutionalized, ensure the public's rights for participation by improving the legal system, develop the ENGOs and enhance the public's awareness and capability of participation, etc.
