摘要
The low efficiency of the Chinese Public Sectors' Performance Management is mainly reflected in the form of performance Assessment. In the practice, it has characteristics as follows: the assessment indexes are supreme; the assessment of the results is considered more important than that of the process; and the assessment methods cannot be in line with its goals. The main reasons of having these problems are the defection of the system, the culture and the management. More specifically, these problems are revealed in the following forms, such as the fuzzy indexes in their assessment, the unfairness of the process in its assessment, the simple methods in its assessment, and the formalized results in its assessment. To solve these problems mentioned above, some further recommendations and countermeasures are provided in the later part.
