摘要
With the internationalization of electronic commerce (e-commerce), the governance mechanisms of government as the third party to enforce implementation of electronic transaction has faced restriction from the law and culture of different countries. Therefore, other private third party must be used to replace the government as the governance organization to guarantee effective implementation of electronic transaction. The information agencies, who have established long-term cooperation relations with both parties of the electronic transaction, can achieve the governance goal of preventing the opportunism behavior in electronic transaction process. Dealer certificate authorities are able to provide status authenticity for the both sides in an electronic transaction. The organization will play the governing function to guarantee honesty of the both sides and prevent occurring of denying behavior in electronic transaction. The author believes that development of e-commerce depends on the role and prestige of the information agencies and on-line dealer certificate authority. So the government should depend on these enterprises to govern electronic commerce, try to support their development instead of endowing function of supervise in legislation.
