The State's Legal Policy and Management on Civil Servants: The Current Situation and Issues Raised

The State's legal policy on civil servants plays an important role in building and developing this contingent in current and future development. Over the years, the State has issued many policies and laws related to the contingent of cadres and civil servants, but there are still many shortcomings and limitations. The Law amending and supplementing several articles of the Law on Cadres and Public Officials and the Law on Public Employees was approved and officially took effect from July 1, 2020. Accordingly, many new policies will directly affect all cadres, civil servants, and public employees from 2020. This study focuses on analyzing the current state of legal policies and management on the contingent of civil servants, and the issues raised; from there it proposes measures to improve the law and develop the contingent of civil servants in the future.
